NAB has five layers of governing structure:
1. General Assembly (GA) is the highest apex body to be held every three years, represented by the delegates from district member organizations and seven province committees on a basis of proportional representation, gender, caste, and ethnicity. GA elects 19 members of the central executive committee and three members each of the election and accounting committees, representing 37% of women members, including Janjati, Madheshi, and Dalit members. It amends the constitution and approves a three-year plan.
2. Annual General Assembly (AGM) discusses and approves progress, financial reports and the plan presented by the central executive committee (CEC); appoints the auditor; and any other arising issues. It comprises central executive members, election and accounting members, in-past CEC members, founding members, provincial representatives, and the director.
3. Central Executive Committee (CEC) meeting is held at least twice a year to approve Working Committee (WC) decisions, establish committees/subcommittees and their TORs, interpret the Constitution, and formulate rules and regulations as per requirement.
4. Working Committee (WC) is the combined body of major office bearers and directors, primarily responsible for the formulation of policies and procedures, the approval of the decisions taken by the Management Committee (MC), and staff recruitment.
5. Management Committee (MC) is the combined body of major office bearers and senior management led by president, mainly responsible for the decision of day to day works: procurement and program activities such as implementation of program, building partnerships, and finalization of consultants and their remuneration.
