Purpose of the Position

The M&E Officer will be responsible for developing and implementing monitoring, evaluation, accountability, and learning (MEAL) systems to track project performance and results. The role ensures data-driven decision-making, quality reporting, and alignment with NAB’s strategic objectives and donor requirements.

Key Responsibilities

a. Monitoring and Evaluation System Development

• Design and implement M&E frameworks, tools, and data collection systems for NAB’s programs and projects.
• Ensure that indicators are SMART and aligned with project objectives, logical frameworks, and donor reporting formats.
• Support project teams in planning and executing monitoring activities.

b. Data Management and Analysis

• Collect, verify, analyze, and manage quantitative and qualitative data.
• Maintain and update project databases and dashboards.
• Generate regular progress reports with analysis and recommendations for improvement.

c. Reporting and Documentation

• Draft high-quality donor and internal reports, including progress, annual, mid-term, and final evaluation reports.
• Document best practices, case studies, lessons learned, and success stories.

d. Evaluation and Learning

• Coordinate internal and external evaluations and impact assessments.
• Facilitate learning sessions and reflection workshops with staff and stakeholders.
• Promote the use of evidence for strategic decision-making and advocacy.

e. Capacity Building and Technical Support

• Provide M&E training and coaching to staff, branch members, and partners.
• Ensure M&E practices are inclusive and sensitive to disability and gender issues.

f. Compliance and Quality Assurance

• Ensure that M&E systems comply with organizational, donor, and national standards.
• Support audits, field verifications, and reviews as needed.

Required Qualifications and Experience

• Bachelor’s degree (master’s preferred) in Social Sciences, Development Studies, Statistics, M&E, or a related field.
• Minimum of 3 years of progressive experience in monitoring and evaluation in development or humanitarian sectors.
• Experience in working with marginalized communities, especially persons with disabilities and women is highly desirable.
• Familiarity with logical frameworks, result-based management, and the Theory of Change.
• Excellent skills in data collection, statistical analysis, and report writing.
• Proficiency in MS Excel, Word, PowerPoint; knowledge of SPSS, Kobo Toolbox, or other data management software is a plus.
• Strong interpersonal and communication skills.

Preferred Competencies

• Knowledge of disability-inclusive development and accessibility principles.
• Strong understanding of participatory M&E methodologies.
• Fluency in Nepali and English (written and spoken).
• Ability to work independently and in a team with diverse stakeholders.
• Willingness to travel to project areas, including remote districts.
